Counts: frozen scope and a second signature
Once a count starts, nothing can post to its scope. The counter does not see the book. Someone else posts the difference, and only then are correction movements written.
Quality inspection on receipt
An item that requires inspection enters quarantine first and cannot be used. A different quality specialist makes the decision, not the person who received it.
